Evangelization Era

As an evangelist, NCC went about educating, directing, and guiding national agencies on the fundamental uses of computers for the period 1969-1976 under the management of Sanchez. NCC rendered total systems development and implementation work, even as it trained the core technical staff of various agencies. Some were subjected, on detail at the NCC, to intensive on-the-job training.

It was also within the early part of this period when under the leadership of the late President Marcos, our country enjoyed a technological edge over the rest of our Asian neighbors. Foreign students from Southeast Asia trooped to the National Computer Institute (NCI), the educational arm of NCC to covet the quality computer training NCI had become to be known for.

The NATIONAL COMPUTER INSTITUTE (NCI) was formally established in March 1973 through the Memorandum of Agreement between U.P. and NCC to address two (2) major deterrents in the effective use of computers : (1) deficiency in computer education and training and (2) lack of training in computer techniques among managers and administrators. This arrangement with U.P. lasted for only two (2) years but it laid the groundwork for a government DP training institute under the NCC, and set the tone for NCI's training philosophy in the years to come - that of producing highly qualified EDP graduates. NCI was instrumental in producing a significant number of highly trained computer professionals in the industry, some of whom had put up their own EDP schools.

Meanwhile, even in political loyalties were shifting as President Marcos was nearing the end of his second term, and the country was plagued with crisis after crisis, the NCC continued on with the vision of Melchor. Along with the Systems and Programming Group, which were under Javier, NCC created the Project Management Group, which was under Col. Solina. To complement this, NCC hired people with masteral degrees who were mostly products of premier colleges and universities e.i. U.P., De La Salle, Ateneo, etc.

As criticisms on the government mounted with grave political and social unrest, President Marcos declared Martial law on September 21,1972. But there was no stopping for NCC as it announced a public bidding via the Reparations funding system for the expansion of its computer facilities. Eventually, two FACOM 230/45 were installed in November 1972. Also IBM 360/20, UNIVAC 90/30 and NOVA 210 powered the NCC computer services. For NCC, it was quite a feat, making it one of the most advanced computer installations. NCC's training arm, the NCI became the most reputable training school in those days.

Meanwhile, due to political moves by President Marcos , the office of the Executive Secretary Melchor was dissolved followed by an order to relieve Sanchez, Javier and Solina form NCC in early '76. Col. Pedro F. Baraoidan became the second NCC Managing Director.
