Development Era

As President Fidel V. Ramos assumed the highest office of the land, NCC began experiencing a revival. Col. Fermin P. Javier was reinstated at NCC in 1993, this time, as its new managing director. And so commenced the Development Era during the second half of 1993 to the present time. The NCC thrusts were aligned with the development vision of the Ramos administration - the Philippines 2000. Within the context of Philippines 2000, NCC assumed a new and greater role as a strategic planner, integrator, and promoter of IT development in the country.

The NCC Management set forth to reengineer the organization such that it is powered to move IT fast in government and the country in general. In a little more than a year, NCC got the presidential stamp of approval on the NITP2000 with the signing of Executive Order No. 190, "Approving and Adopting the National Information Technology Plan 2000 and Establishing the National Information Technology Council," on July 19, 1994.

In August 1995, NCC moved to its new building at C.P. Garcia Avenue, U.P. Diliman Quezon City. The new NCC building houses the Philippines Software Development Institute (PSDI), another milestone government IT infrastructure, this time, in the area of IT manpower development. The PSDI is designed to primarily train the trainors of software houses, universities and colleges, and skills development schools; and offer advanced IT courses to supply the country with adequate IT professionals.

This period is both a policy era and an aggressive campaign for the implementation of large-scale, strategic, mission-critical, public-service delivery-oriented, revenue-generating, and development diplomacy information systems in government. NCC extends its clientele to all IT users in general, including the business sector, as IT continues to be considered a significant and strategic resource of the 21st century.
