National Computer Center

The National Computer Center was created pursuant to EO 322 (1971), as amended by PD 1480 (1978). It used to be under the Office of the President until EO 222 came along last March 2000 which placed us under the Department of Science and Technology.

We are the primary agency in the government charged with the responsibility of directing IT use for national development and rationalizing computerization in the country.

We were tasked primarily to provide technical and professional IT assistance to national and local government agencies, the IT industry, SMEs and the civil society. Based on its legal mandate, PD 1480, it is the IT policy and planning body of the Philippine government.

Being the lead IT agency in the country, it is mandated by law to provide technical assistance in all major computerization projects of the government within the limits of its resources. As such, NCC will play a major role in the implementation of the Government Information Systems Plan and will work hand-in-hand with the National IT Council in the implementation of IT21.

With the recent passage of the E-Commerce Act RA 8792), NCC will play a major role in policy planning and implementing the E-commerce policies and interconnection among and between the government agencies and the private sector. Specifically, we will work closely with the Department of Transportation and Communication & the National Telecommunications Commission in developing the policy framework for setting up the RPWeb mandated under AO 332 and House Resolution 890.

As a catalyst for change, NCC strives to encourage various sectors to utilize IT as a strategic national resource for productivity and tool for sustainable development and wealth generation.

The times are changing. This is the digital era. Concepts of Knowledge Economy, Convergence, Information & Communications Technology are just a few of the many emerging technologies that NCC currently faces. Every new technology offers a challenge for policy makers and IT professionals and NCC will be there at the forefront, promoting its use for the benefit of the citizenry.
