Report on National Government Agencies with Short Messaging Service (SMS) Facility for December 2012
The Information and Communications Technology Office, through the National Computer Center (NCC), its e-governance arm, is mandated to monitor the compliance of agencies with e-Commerce Act. e-Governance has also grown to include developments in mobile technologies, heralding the birth of m-governance or mobile governance in the country.
Among mobile technologies, the short messaging service or SMS has widely permeated the lifestyles of Filipinos that a growing number of national government agencies are now offering services through SMS.
Relative to this, NCC has conducted a study on National Government Agencies (NGAs) with SMS Facility, as one of the major components in the implementation of e-Government.

2004 NATIONAL GOVERNMENT ICT RESOURCES SURVEY
The National Government ICT Resources Survey 2004 covered all national government agencies (NGAs) including regional offices, government-owned corporations and financial institutions of the country. After evaluation and approval by the National Statistical Coordination Board (NSCB), the Survey was conducted near end of 2004 to 2005.
The questionnaire was divided into five (5) parts, namely, Availability of ICT Resources (Part I), Application of ICT Resources (Part II), Barriers to Adoption of ICT (Part III), Investments in ICT Resources (Part IV), and ICT Human Resource and Organization (Part V).

Survey on Government ICT Resources (2002-2003)
The result of ICT Resources Survey presents the latest data on the distribution of various ICT resources in the government.
The survey was conducted to 348 government agencies in June 2002 and May 2003. This survey aims to identify the hardware/computer equipment and software being used in the government and to gauge the application of e-commerce and networking technology.

Survey on Government ICT Manpower (2002-2003)
The result of ICT Manpower Survey presents the latest data on the number of ICT manpower in the government. This report also shows the data on ICT training attended and needs of government ICT personnel, and the extent of ICT literacy in the government.
The ICT Manpower Survey was conducted in the second semester of 2003. As with the first survey, 2003 ICT Resources Survey, this study is a continuation of the comprehensive ICT Survey conducted in 2002. Out of 348 government agencies, a total of 244 or 70% have responded to this study.
