Tanauan CeC: Addressing Community Concerns with Practical Solutions

The eSkwela of Tanauan, Leyte continues to have a big impact on its constituents. Under the helm of Mr. Eugene Ramos, winner of the recent 7th KEC Excellence Awards on the Knowledge Worker category, the eSkwela has equipped out-of-school youth and adults into mainstream information technology. The graduates of the program, however, do not know what to do with their training.

True to its form, the award-winning CeC managed to find generous ways to address these problems.

Community concerns:

1. Opening the eSkwela program to all barangays. The eSkwela program of Tanauan started in February 2009 with 35 students from 7 pilot barangays. Witnessing the success of the program and the testimonies of the eSkwela learners, other barangays expressed their desire to be part of the program. This concern obliged the Tanauan CeC Team to coordinate with the barangay officials of the 54 interested barangays and conducted on-site visits. Shortly thereafter, a Functional Literacy Test (FLT) was conducted to the interested and qualified OSYAs. Each barangay has a counterpart assistance (allowance) and was alloted three eSkwela slots.

2. eSkwela graduates- What is next for them? – eSkwela graduates were also concerned about what their next steps would be after finishing the eSkwela program. As a solution, each graduate is given at least three options which are all supported by the Tanauan LGU:

Graduates are endorsed to TESDA to avail of short term courses and specialization.

If the completer desires a Bachelor’s degree, the Tanauan LGU offers a scholarship at the Eastern Visayas State University – Tanauan Satellite School. The student has to take a qualifying exam conducted by the Tanauan CeC team. Successful scholars are given P3,000.00 assistance for tuition fees and P300.00 monthly allowance per semester.

The last option is an on-the-job- training with pay during summer break for the graduates to gain exposure and confidence in the work area. With their experience gained, they can now decide for themselves if they want to pursue their studies or job hunt to earn.

3. IT Competence of eSkwela graduates. Since the eSkwela program is an ICT-enhanced educational program, is also expected that the graduates have skills in MS Office application and Introduction to the Internet. With these competencies, they are issued a Computer Literacy certificate together with their high school certificate upon graduation.

4. Learning opportunities for mothers with lactating children or toddlers. Young children sometimes hinder a mother’s desire to pursue her high school education. To address this concern, the Tanauan CeC assigned a small area for toddlers and children inside the eSkwela center. The 3 instructional managers help in the caring for the children while their mothers attend the classes.

5. Monitoring on the allowances to be reimbursed by the eSkwela learners – Every time a learner goes to the eSkwela center, the eSkwela team signs a Certificate of Appearance for the scholars for the reimbursement of their fare expenses and as basis for their allowance, if any.

6. Close monitoring of eSkwela learners – home visits are conducted by the Instructional Managers when a student has 2 consecutive absences without notice/excuse letter.

7. Support to college students who are Eskwela graduates – College students completed eSkwela programs are given the advantage of using the CeC for free for Internet surfing, encoding and even on printing of their projects/requirements in school.

8. Team building and personality development – The Tanauan CeC also sees to it that there are team building and personality development activities. These are being held at the gymnasium and beach with testimonies from the learners and sharing of published articles about the eSkwela programs nationwide. To encourage students, inspirational videos from youtube (such as those from Nick Vujicic and others) are being shown to the students and later the students brainstorm and share their reflections and insights.

The Tanauan CeC is indeed gone beyond being a basic CeC. The impact of its services have transformed the lives of many of its constituents and it seeks to do more for them
