The Heart of a Female CeC Manager

“The condition, intention and passion of the heart really matters.”

 This is what propels Ma. Marvin Amatorio to pursue her vocation as a Community eCenter (CeC) Manager in the municipality of Bato, Leyte. 

 “The heart is the center of our emotions where our individual character attributes reside, and where we feel totally and sincerely,” she further adds.

 Marvin narrated that it was her love for the CeC that gave her the passion and dedication to pursue her responsibilities therein, having greatly considered the conditions with regard to CeC operations as important factors which motivated her and moved her for the tasks she was set to do.

 She recounted instances were she shed tears during the first few years of the CeC brought about by politicking among officials who would want the center closed out.  With the support of their mayor, Hon. Luis E. Kuizon, and other key officials, Ms. Amatorio remained focused and steadfast amidst the odds.

 She fought for the sustainability of the center. 

 Innovative ideas came.  Marvin was able to conduct free tutorials on basic computer operations and office applications at the CeC.  

 She weighed things out and analyzed how the CeC could offer just as much of the services that cafés provide to customers, having ruled out gaming as one of its service offerings.

 She rationalized that customers, especially students who frequent the CeC, would appreciate much if the Center would extend its hours at night and during weekends to cater to their research needs.  

  True enough, more customers flocked to the CeC to avail of its services. 

 Students were able to enjoy of free editing on grammar for their essays and thesis while encoding at the center, and were also made to avail of discounts on computer rentals as well as a rent now-pay later option while waiting for their allowance.


Municipal employees and their families also availed of services at the CeC and were even given privileges to use its services subject to salary deduction.


The CeC also made use of other resources and opportunities given its limited budget.



Ms. Amatorio scouted for PC donations which could add up to the computer infrastructure at the center.


“We also have to check and consider the needs of every sector in our community so that we can serve them better,” shares Marvin.  She does this by regularly conversing with people while attending meetings and assemblies in the locality.  She also makes it a point to consult with their Mayor and other CeC managers on how to improve CeC service for their constituents.


Ms. Amatorio recounts to have visited at least five (5) CeCs during the conduct of the Local CeC Staff Exchange which was facilitated by the National Computer Center – Field Operations Office (NCC-FOO), where she was able to put in detail the factors which brought success to the initiatives and activities of other CeCs. 


There she was able to enrich her mind and think of services which can be replicated in their CeC.  


The municipality’s active participation in the Knowledge Exchange Conferences (KECs)

conducted by NCC-FOO also instilled in Marvin the consciousness to deliver results and better services through efficient, effective strategies. 


Being one of the pioneers and prime movers of Gender Evaluation Methodology (GEM) for CeCs, Marvin realized that strengthening her family life, promoting and preserving local culture and creating environments for socio-economic growth makes for great improvement in CeC service delivery in a gender-sensitive way. 


“Being sensitive to the peculiar needs of both men and women in society is the key to serving them well,” says Marvin.  During the survey conducted for the GEM project, she learned about the specific areas in their CeC which need further promotion, at the same time noting of the valuable needs and services that the community would want. 


 Indeed, it can be said that what mattered most to Marvin is to serve the community above all, and that sustainability of actions can be tried, tested and eventually pursued.


She does this with all her heart.  Her very best to give back to the community.
